Students enrolled at Elementary Schools must reside with parent(s). Students in Middle School and Secondary School and under the age of 18 years must have completed two additional documents before a visa office will issue the authorization. The first required document is a custodianship declaration completed by a Canadian citizen or permanent resident over the age of 25 years, stating that arrangements have been made for the custodian to act in place of a parent in times of emergency, as when immediate medical attention or intervention is required. In some cases, client institutions arrange for homestay parents to complete this document. In other cases, the school principal or director of the international program acts in this capacity. THIS DOCUMENT MUST BE NOTARIZED IN CANADA.
The second required document is similiar to the first but must be completed by the parent or legal guardian of the child in the country of origin; stating that arrangements have been made for the custodian to act in the place of the parent. In other words, the parent acknowledges the custodial role which either the homestay parent or school board representative will have in respect of the child. THIS DOCUMENT MUST BE NOTARIZED IN THE COUNTRY OF ORIGIN.
Reminder: your student authorization must be renewed each year. This can be done from within Canada simply by mailing in the renewal form and paying $125.
Information on custodial requirements can be found in the CIC Manuals and Operations Memoranda; Overseas Processing; Chapter OP 10 "Processing Student Authorizations" Section 2.7.1.
